This is for The New Users Who have not Completed DLT Registration Yet

This is to inform you that every business (Proprietor, Private Limited, Public Sector or Any) has to be DLT registered (Distributed Ledger Technology) as per the latest TRAI regulation.

The Telecom Commercial Communications Customer Preference Regulations, 2018 (Regulation) in July 2019 roll out the policy to create a cleaner and transparent system in the India telecom industry and to curb Unsolicited Commercial Communication (UCC) along with enhancing the mobile subscriber policy.
With this communication, We want to keep you informed about the multiple phases for implementing the above regulation, Which has mandated the use of “Blockchain Technology” also known as “Distributed Ledger Technology” (DLT) to implement the solution. All operators have already implemented the DLT system (Blockchain Technology) and the first phase of the regulation is to register all entity/enterprise on new platform, and it is mandatory.

Requirement of The Documents for The Registration Process:

    Your business’s KYC documents (PAN, GST Certificate, Incorporation Certificate, Etc)

Total Phases of DLT Regulation:

  • Phase-1: Entity Registration with the operators
  • Phase-2: Sender ID registration (Header)
  • Phase-3: SMS Template Registration
Please note that DLT registration is not something MAPSTEER SOLUTIONS PRIVATE LIMITED alone is implementing for its customers but it is the new TRAI rule/guideline that is getting implemented from Govt. of India. All the SMS service providers and operators are implementing the new guideline all over India. We request all our existing and new customers to understand the situation and cooperate with us.

  • Do not send SMS if you have not completed the DLT Registration and uploaded your Sender ID yet.

Header/Sender ID Registration on DLT

P - Promotional:
    Messages which are purely promotional in nature send to all the prospects in the database by an Entity basis on their preferences. For instance, all type of promotional messages.
O - Others:
    Includes transactional, service implicit and service explicit messages.
    Transactional: Essential messages related to transaction.
      Ex: OTP.
    Service Implicit: Service messages that are ought to be sent basis on the business relation with the customer.
      Ex: Service Alert Messages
    Service Explicit: Service messages that are send by the Entity which are promotional in nature but send with prior consent.
      Ex: New offers for the Entity

Template Registration on DLT

Templates are divided into four categories, please upload templates as per below details on DLT according to your SMS content.

    Transactional: Any message which contains OTP and requires completing a banking transaction initiated by bank customer will only be considered as transactional. Applies to all banks(national/scheduled/private/ govt and even MNC).
    Promotional: Any message intends to promote or sell a product, goods, or service is called promotional in nature. These messages will be sent to customers based on the preferences by user to promote the product or service.
    Service Explicit: SMS sent to the registered customers after receiving their consent will come under the category of Service Explicit. As an example, If a SBI Bank customer has given consent to receive promotional offers from SBI, then these SMS will be included in the Service Explicit category. If, at any point of time, the customer withdraws and opt-out of receiving these texts, then the SMS will be considered as Promotional.
    Service Implicit: Any message arising out of customer's actions or his existing relationship with the entity that is not promotional will be considered as Service-Implicit message. Important notifications regarding product and services such as purchase confirmation messages, order status, alerts, reminder SMS, etc. can be conveyed to the customers.

8Th March DLT Template Guidelines

As you are aware, TRAI had notified a complete new framework to manage commercial communications and it is aimed at curbing the problem of Unsolicited Commercial Communication (UCC) or spam calls and messages vide its Regulation "The Telecom Commercial Communication Customer Preference Regulation (TCCCPR2018)" dated19th July 2018.

All the senders of commercial communication are required to follow a mandatory registration process. Accordingly, your entity has been registered on the Airtel DLT platform as a Sender/Telemarketer of commercial communication service provider.

Therefore, all senders must ensure that all the below mentioned mandatory activities have also been completed by you as per the registration process under TCCCPR 2018.

  • Headers for all categories of commercial communication like promotional, transactional, service etc.(Mandatory)
  • Content Templates for each of the registered headers (Mandatory)
  • Consent Templates for consent acquisition and validation process
  • Uploading all the consents of your customers
All the above must be completed on the DLT system by 1st March 2021. Further, all the PEs and Telemarketers should complete the testing and get their systems ready for the content template and/or consent scrubbing by 8th March 2021. For any inaction by Senders/TMs or because of non-readiness at their end, SMSGATEWYHUB shall not be liable for any impact on the services.

DLT FAQ

Q: What is a Template?

    Ans: Template means a Content Template registered by any Enterprise with the DLT Registrar (Operator) for sending commercial communication, which may include fixed or a combination of fixed and variable part of content approved by the access provider and registered in DLT.

Q: Why do we need to register a Template?

    Ans: Template registration is a requirement as per the TRAI Regulation 2018 and this is mandatory in order to avoid spam messages and calls.

Q: What will happen if entity sends a commercial communication without registering a Template?

    Ans: If an Enterprise sends a commercial communication with a template which is not registered then, such messages will not be delivered by the access provider and there could be legal action also if not adhered to the regulation set by TRAI.

Q: How do entities create a Template?

    Ans: In order to create a Template for commercial communication, the Enterprises need to register themselves as a principle Entities on DLT through any of the Telecom Operator and using the DLT panel provided by the Telecom Operator, Templates can be created against a Header.

Q: How many Templates can be made?

    Ans: The Enterprises can create as many templates as they require for commercial communication subject to the approval from Registrar (TelecomOperator).

Q: Is there any format in which Templates need to be created?

    Ans: There is no specific format to create a template. However, a template may contain fixed as well as variable part depending on the category and the purpose of the Template.

Q: What is a Template Name?

    Ans: The name of the Template usually signifies the purpose of Subject/SMS.

Q: Is there any character limit for Template Name?

    Ans: There is no limit on the character while creating a Template. This subject is Still Under Discussion.

Q: Why do we need to link our Headers/CLI with Template?

    Ans: Active Headers/CLI needs to link with Template. Only associated Headers can be used to send commercial communication for associated templates.

Q: Why do we require the Operator's approval to register the Content Template?

    Ans: As per the TRAI Regulation2018, Content Template created by an Entity should be approved by the Operator after verification of the content.

Q: What is UNICODE and TEXT?

    Ans: The messages which are written in English language are considered as TEXT and all other languages are considered as Unicode.

Q: Is there any character length defined for the message?

    Ans: Yes, for Text message,160 character length would be considered as a single message and for Unicode it is 70 characters.

Q: How many variables can we use in a single template?

    Ans: There is no limit to using the variables in a single Template.1 variable = max 30 characters.

Q: Can we edit the Template once submitted / Registered?

    Ans: Yes, Template can be edited if its status is “Pending”.

Q: Why my Template status is showing "Blacklisted"?

    Ans: If there is any complaint, then the Operator has the right to blacklist the Template.

Q: If the status of Template got "Blacklisted" what will happen to my Headers, bound with the Template?

    Ans: The Headers that are already associated with Template will remain linked as it is.

Q: Can I use the default Template?

    Ans: As of now, default Template functionality is not available.

Q: What is the minimum and maximum length of the variable?

    Ans: The length of the variable can vary from 1(minimum) to 30 (maximum) characters.

Q: Is it mandatory to add a variable in Template?

    Ans: No, it's not mandatory. You can create Template without variable.

Q: I have already registered Template at another Operator; do I have to register again?

    Ans: You can enroll the same through "Registered with Other TSP" option under Template section.

Q: What is Copy paste option available in the message section of Template?

    Ans: In the copy/paste option you can copy the content from a different source and paste the same to create as a Template. In case you wish to convert a fixed part as variable, select the specific word and then click on the Add variable button.

Q: What is Create New option in the Message section of Template?

    Ans: You can create a message as per your specific requirement for the commercial communication.

Q: Is there any charges/Fee for registering the Content Template?

    Ans: No, there are currently no charges for registering Content Template.

Q: What is the Content Category?

    Ans: Content category is the category that has been selected by the Entity while registering the Content from the list of categories as per the TRAI regulation 2018.

Q: Under which all Content Category can I create Templates?

    Ans: You can create Template in all Content Categories, subject to the approval from the DLT Registrar (Operator).

Q: Once blacklisted, can I white list my Templates?

    Ans: White listing of Template is subject to the approval from the Operator.

Q: While registering the Template, do I have to mention the Brand name?

    Ans: While creating the Content of Template (Both Copy paste and Create New Message option). It is mandatory to mention the Entity's Brand Name (Complete Business Name/ Brand Name/Trademark) in the content field.

    Sample content- “Congratulations! You have received shopping voucher worth Rs.250/-, Valid till 12th August.

Q: Can I use a brand name which is not registered/associated to my company officially?

    Ans: Ideally a Business Entity can use only the Brand Name for which they are registered.
